The GUARDIANS project โ€“ inteGrated Users-driven risks Assessment platfoRm for DecIsion mAkers in Nuclear criSis โ€“ aims to develop new technologies and strategies to enhance emergency response in nuclear crises. Growing concerns about potential major accidents in nuclear power plants, heightened by current geopolitical tensions, necessitate that EU countries enhance their preparedness and response capabilities. A major reactor accident can lead to widespread contamination across large geographical areas, posing serious risks to public health and necessitating containment efforts and evacuation plans.

GUARDIANS will develop innovative, cost-effective and sustainable technologies and emergency protective measures to assist decision-makers, first responders, and receivers. These include advanced radiological detection technologies (radioactive gas sensors, active dosimeter networks), autonomous drones and robots equipped with radiological measurement capabilities, digital triage and video analysis systems, and new decontamination and medical countermeasure strategies including hydrogels.

All these resources will be integrated into GUARDNET, a web-based decision-support platform built upon existing operational tools, capable of handling real-time data processing, mission-critical operations, and simulation services. GUARDNET will serve as a successful bridge between disaster management systems and radiological/nuclear (RN) oriented Decision Support Systems (DSS), enabling real-time risk assessment and situational awareness during nuclear crisis events.

The project emphasises two major field tests and a systematic assessment of the alignment between population needs and authoritiesโ€™ response strategies. GUARDIANS aims at accelerating the decision-making process, reducing intervention times, and mitigating the human and environmental impacts through improved protection of populations and infrastructures.

The GUARDIANS consortium officially took up work in October 2025. Its kick-off was coordinated by the Commissariat ร  lโ€™Energie Atomique et aux Energies Alternatives (CEA), the programโ€™s coordinator. The consortium consists of 22 participants across 11 countries, including research organisations, universities, SMEs, public bodies, and end users such as civil protection and emergency services. A list of consortium members is given below. The project is foreseen to be completed in 48 months, within a budget of approximately EUR 6 million in EU contribution.

European Joins Programme on Radioactive Waste Management

With the European Joint Programme on Radioactive Waste Management EURAD(-1) a step change in European collaboration was envisaged towards safe radioactive waste management (RWM), covering all phases including predisposal and disposal, through the development of a robust and sustained science, technology and knowledge management programme that supports timely implementation of RWM activities and serves to foster mutual understanding and trust between Joint Programme participants.

EURAD-2 builds upon EURAD-1 and PREDIS to further implement a joint strategic programme of research, development and knowledge management activities at the European level, bringing together and complementing EU Member States programmes in order to ensure cutting edge knowledge creation and preservation in view of delivering safe, responsible and publicly acceptable solutions for the management of radioactive waste throughout all programme phases (from โ€œcradle to graveโ€) across Europe now and in the future.

EURAD-2 will support the implementation of the Waste Directive in EU Member States, taking into account the various stages of advancement of national programmes, the differences in capabilities and inventories.

The main goals are to:
โ€“ Support Member States in developing and implementing their national RD&D programmes for the safe longโ€term management of their full range of different types of radioactive waste through participation in the RWM Joint Programme;
โ€“ Develop and consolidate existing knowledge for the safe start of operation of the first geological disposal facilities for spent fuel, highโ€level waste, and other longโ€lived radioactive waste, and supporting optimization linked with the stepwise implementation of geological disposal facilities;
โ€“ Building on the achievements of EURAD-1 and PREDIS, maintain a knowledge management system that enhances transfer of knowledge between organisations, Member States and generations.

Accessing hard-to-reach areas with Advanced and Breakthrough Innovation for reliable In-situ characterization of a facility

The XS-ABILITY project aims to develop advanced robotic solutions by embedding various types of sensors to address remaining challenges in D&D as remote and mobile investigation of hard-to-access areas and difficult-to-measure radionuclides characterization, in innovative, safe and cost-effective ways. The project innovations are related to nuclear instrumentation (accurate and compact sensors), their integration onto robotic platforms as well as Data-driven (through IA algorithms) robot fleet management by considering accuracy, compactness, automation, and cost-efficient aspects.

To achieve this goal, the consortium will develop all the necessary subcomponents. The demonstration will be achieved by integrating all the XS-ABILITY developments and testing (mainly in indoor environment) throughout use cases scenarios on real D&D facilities to assess in-situ performances and to acquire data in real experimental conditions.
The consortium behind XS-ABILITY is a unique combination of cross-functional experts from nuclear instrumentation, robotic and artificial intelligence (AI) fields. It consists of 8 partners from 7 EU countries, including 4 RTO (CEA, IFE, VTT, SCK), 2 SME (CAEN, FLY), 1 industrial company (SIGM) and 1 association (DEV) representative of the whole value chain. Workshops with stakeholders will be organized in order to guide the XS-ABILITY consortium during the projectโ€™s main steps.

The innovative solutions provided by the project will be exploited in Dismantling & Decommissioning, Nuclear Power Plant Monitoring & Maintenance market, sensor and CBRN-E defense markets. The enhanced knowledge generated will be disseminated to all these stakeholders according to the D&E&C measures defined. Furthermore, on the basis of the project demonstrations, guidelines covering multi-robot systems behaviour in indoor environment, data collection protocols as well as best practice harmonization will be developed showing how to effectively deploy in real D&D scenarios.

Harmonised Practices, Regulations and Standards in waste management and decommissioning

The HORIZON-EURATOM project aims to establish and clarify the benefits and added value of more aligned and harmonised regulations and standards for prioritised topics related to decommissioning and initial phases of radioactive waste handling, including shared processing facilities between Member States (MS).

The project has a two-phase approach: first engaging with Stakeholders to assess needs and pros/cons for harmonisation and identify priority areas for deeper analysis (WP2). The second phase will pursue deeper engagement with Stakeholders to further assess the highest ranked priority areas in Work Packages (WP) focusing on (i) cross border services and cooperation (WP3), (ii) circular economy (WP4), and (iii) advanced technologies (WP5).
These WPs will review (inter)national practices, capture lessons learned, and assess opportunities. WP6 on Regulatory Framework will identify regulatory differences between MS and evaluate strengths, weaknesses, opportunities, and threats associated with harmonisation, while quantifying the benefits of aligned regulations and proposing harmonisation methodologies.

The project will:

  • Support coordination between Stakeholders
  • Enhance existing commitments to facilitate sharing and exchange of knowledge and experience
  • Develop strategies for shared treatment and storage facilities
  • Cross border services and cooperation, and explore additional mechanisms to build capacity in MS
  • Assess and clarify the benefits and any disadvantages of harmonisation
  • Deliver S&T-based solutions and share best practices by engaging and supporting coordination between different actors through the TSOs and regulators
  • Define conditions and opportunities of a high safety circular economy

Cosmic Ray Tomograph for Identification of Hazardous and Illegal Goods hidden in Trucks and Sea Containers

Our goal is to develop and validate a new high-technology cosmic ray tomography (CRT) scanner for border guard, customs and law enforcement authorities (LEAs); alongside a novel and compact system to detect special nuclear material (SNM) during transit. 

The new scanner enables safe and fast screening, detection and identification of hazardous and illegal goods, contraband as well as hidden persons in up to 20โ€™ iso containers. 

The novel scanner and SNM detector will fill the gap in security scanning where widely used conventional x-ray scanners are inefficient for fast scanning of high thickness goods filling the intermodal shipping containers. The scanner will outperform existing systems based on cosmic rays by implementing high performance novel algorithms combined with artificial intelligence for materials and SNM identification and application of cost-effective approach for construction the system to make its price attractive for wide pre-placement of existing x-ray scanners; addressing operative scenarios beyond the current technological research. 

The novel system will compete with the widely used conventional x-ray scanners systems to provide an alternative to the inherent technological shortcomings. For example, use of hazardous artificial ionizing radiation, insensitive to elemental composition, impermeable through thick or dense materials, imaging blurring in the pile of materials. And as a result, provide a tomographic, elemental sensitive material classification system. It will allow automated detection of illegal goods, including drugs, explosives, weapons, hidden tobacco and alcohol products as well heavily shielded or masked nuclear material. After field tests the new tomography scanner will be ready for product development and commercialization. After the project, it is envisioned to scale system to accommodate truck and train car sized objects.

Cyber physicaL Equipment for unmAnned Nuclear DEcommissioning Measurements

The CLEANDEM project, with its collaboration of 11 partners from 4 EU countries, proposes a technological breakthrough associated to various dismantling and decommissioning (D&D) operational steps with an Unmanned Ground Vehicle (UGV) Platform.
The CLEANDEM strategy will be based on innovative detection technology systems that will constitute a toolbox for equipping an intelligent robotic platform for fully remote operations. The pre-identified technologies are low-cost sensor.

The CLEANDEM project, with its collaboration of 11 partners from 4 different EU countries, proposes a technological breakthrough for dismantling and decommissioning (D&D) operations of nuclear sites, employing an Unmanned Ground Vehicle (UGV) Platform equipped with innovative radiological sensing probes. The aim of the project is to deliver a cyber physical system which will support the endusersโ€™ operations, initially performing a radiological assessment of the area and then monitoring D&D operations throughout the final characterization of the plant. This will result in a 3D and fully detailed digital twin of the surveyed area augmented with radiological information provided by the sensors, thus enabling an efficient and effective planning of the dismantling actions and optimizing the nuclear waste sorting for reprocessing or for delivery to the final storage.

Targeted impacts of the UGV Platform are to: save time, drastically reduce costs, minimize human intervention, improve workers and population safety and be greener; all of those driving the project execution to match the stakeholdersโ€™ expectation. The effectiveness of the UGV Platform will be assessed in an extensive testing and validation campaign that will be performed in laboratories, in simulated environment and finally on the field.

A demonstration event in a real nuclear site, involving all project partners and external stakeholders, will conclude the three years project activities opening for further exploitation in the D&D market.
